Protecting AZ Consumers


 

"We thought we had retired from politics. But we can't just sit and watch what is happening at the Commission and not do something. It's an outrage that through the use of dark money one utility can literally buy its regulators. We are not for sale. Someone has to speak up for consumers."
 

Bill Mundell & Tom Chabin are running to restore integrity and focus of the Arizona Corporation Commission (ACC) to where it belongs: protecting the consumers instead of the bottom line of monopoly utilities and their multi-million dollar CEO's salaries. Bill & Tom's pledge to Arizona consumers:

  1. Protect consumers from massive rate hikes. Complicated pricing schemes that only benefit the profits of monopoly utility companies are not fair to the hard working people of Arizona.
     
  2. Clean up the corruption that has overtaken the Arizona Corporation Commission. Unlike their opponents Andy Tobin, Al Melvin, Rick Gray,  and Boyd Dunn, Tom & Bill will work with current Commissioner Bob Burns to force APS and other regulated utilities to fully disclose campaign spending and prevent them from secretly spending millions of dollars to hand-pick commissioners who will be puppets for a pro-utility agenda. 
     
  3. Protect consumer choice and individual rights. No customer should be unfairly penalized for wanting to choose how they produce & consumer energy for their own property. Unlike the majority of the current Commission,  Bill  & Tom believe property rights and individual freedom are more important than the profit margins of monopoly utilities.
     
  4. Implement a Code of Ethics for the Arizona Corporation Commission.  This code will prohibit commissioners from having relatives who work for regulated utilities, secretly communicating with regulated utilities, using state resources for campaign purposes, and supporting one company's financial interests over competitors, among many other things. The code of ethics will ensure integrity and accountability are restored to the Commission in order to protect consumers.

The Corruption of the ACC


Over the past two years, the Arizona Corporation Commission  (ACC) has been plagued by scandals and corruption. The majority of the Commissioners are in the back pocket of the very utilities they are supposed to be regulating. The Commission has been rocked by scandal after scandal:

  1. FBI investigation into Commission activities and Arizona Public Service (APS), the state's largest utility. The FBI has announced it's investigating former and current Commissioners for possible illegal coordination during the 2014 election. And now APS is asking for a massive rate hike on their customers. Coincidence? I think we all  know the answer to that...
     
  2. APS and other utilities are asking for massive rate hikes through complicated new pricing schemes on consumers. APS and other utilities are trying to implement "demand charges" on residential customers - something that hasn't been done anywhere else in the nation. These pricing schemes would implement new fees on customers based on their highest hour of electricity usage, as opposed to actual usage. An Arizona Republic report showed these new fees could result in as much as an additional $265 monthly charge during the hottest months! 
     
  3. APS makes money from your electric bills, and it has spent millions of dollars to elect their hand-picked Commissioners. It's well known that APS spent at least $3 million to elect Commissioners Forese and Little in 2014 and now refuse to disclose it. Commissioner Bob Burns has requested that APS open up their books and show Arizona how they bought the 2014 elections, but Commissioners Forese and Little, along with the support of Commissioners Tobin and Stump, have blocked his efforts every step of the way! 
     
  4. Commissioner Andy Tobin has relatives who work for SolarCity and Cox. Tobin was appointed to replace Susan Bitter Smith because of a conflict-of-interest. Yet, during his appointment process Mr. Tobin failed to disclose he had not one conflict, but two! And instead of stepping down or recusing himself from any votes related to SolarCity or Cox, Mr. Tobin went to his friends at the legislature (he is the former Speaker of the House) and had them re-write conflict of interest laws so they no longer applied to him! It must be nice to have friends in high places. 
     
  5. Commissioner Tom Forese actually starred in a commercial promoting an APS program. Unbelievably, Commissioner Forese, who was elected with the support of millions of dollars from APS, starred in a commercial that will help make APS more money!

Enough is enough.

Let's elect people who will clean up the Arizona Corporation Commission.

Let's elect people who aren't in the back pocket of the big monopoly utilities.

Let's elect people who are working to protect the consumer and not the $12 million salary of APS' CEO or any other monopoly utility that has absolutely no competition. 

Let's elect people with integrity and a track record of serving the people of Arizona. 

Let's restore the power to where it belongs: the people of Arizona.
